The first forty minutes
A floor walk in Centru is useless if it starts with the official version. The notebook stays shut until the queue has shown its own order.

We leave str. București at 08:10 when the site is in the city. The point is to arrive while the work is still the ordinary work. A counter that has been tidied for a visitor produces a map of the tidying.
The first forty minutes are for looking. Who takes the ticket. Which screen is actually touched. Where the paper file sits when the conversation is over. Who is called when the usual person is not at the desk. We do not ask “walk me through the process”. That question produces the procedure, and the procedure is what we were sent to check.
In sectorul Centru the useful morning is often the one where a senior clerk is late. The handoffs change, and the change is the exception path. If we only see the staffed version, the sheet will lie on the day the senior clerk is at the doctor. We book two mornings when we can. One is enough only if the queue is already messy.
Notes, when they start, are concrete. “Blue folder goes left, not into the tray.” “The second screen is woken, looked at, and put back to sleep.” “The person from the third floor collects files at 11:40, not when each file is finished.” A sentence that could have been written without being in the room is crossed out back at the studio.
We do not photograph the workplace, the screens, or the people, unless the engagement note allows one specific shot. The photographs on this site are of the second floor. The floor walk lives in the notebook and then on cards.
Back on str. București the cards are blank until a handoff can be named without borrowing a job title. If two titles were the same person, the lane is the person. The manager’s tour is read in the afternoon, against the cards, not instead of them. Where the tour and the cards disagree, the cards stay and the tour goes in the margin as a claim.
Forty minutes is not a method for its own sake. It is long enough for a queue in this city to repeat itself, and short enough that we have not yet been recruited into explaining the work back to the people who do it.
